Why have some former enemy countries established durable peace while others remain mired in animosity? When and how does historical memory matter in post-conflict interstate relations? Focusing on two case studies, Yinan He argues that the key to interstate reconciliation is the harmonization of national memories. Conversely, memory divergence resulting from national mythmaking harms long-term prospects for reconciliation. After WWII, Sino-Japanese and West German-Polish relations were both antagonized by the Cold War structure, and pernicious myths prevailed in national collective memory. In the 1970s, China and Japan brushed aside historical legacy for immediate diplomatic normalization. But the progress of reconciliation was soon impeded from the 1980s by elite mythmaking practices that stressed historical animosities. In contrast, from the 1970s West Germany and Poland began to de-mythify war history and narrowed their memory gap through restitution measures and textbook cooperation, paving the way for significant progress toward reconciliation after the Cold War.

About the Author
Yinan He received her PhD in Political Science from the Massachusetts Institute of Technology in 2004 and is currently Assistant Professor at the John C. Whitehead School of Diplomacy and International Relations at Seton Hall University, New Jersey. She was a postdoctoral research associate of the Princeton-Harvard China and the World Program in 2007-8, An Wang Postdoctoral Fellow in Chinese Studies at Harvard University, Massachusetts in 2004-5, John M. Olin Predoctoral Fellow in National Security at Harvard University in 2003-4, and research student at the University of Tokyo in 1999-2001, sponsored by the Japanese Government Mombusho Scholarship. She holds a BA from Peking University, Beijing and an MA from Fudan University, Shanghai in international politics.

Outstanding Study

Author Yinan should be praised for writing an even handed analysis of two contrasting bilateral relationships between countries with troubled pasts. By examining the way Poland and Germany have dealt with the historical memory of World War Two Nazi atrocities, she has provided a positive example of the way nations can reconcile bitterness ands hate. It was by no means an easy task, requiring Cold War rivals to reach across ideological barriers as well as remembrance ones in order to demolish myth making on both sides. Primarily, though, this process required the FRG Germans to profess remorse publically as well as provide reparations and promote post-Cold War Poland's entry into the EU and NATO. Additionally, historians from both sides collaborated in order to provide recommendations to both nation's educational systems in order to provide more even handed and truthful portrayals in their children;s history textbooks.
Contrast this painful and often tortured grappling with the past with the way China and Japan have failed to adequately come to grips with their wartime legacy. In large measure this is because the Americans refused to prosecute Japanese war criminals with the same vigor as they did Nazis, this allowing a mythology of shared victimhood to be promulgated in Japan. This in turn permitted making Japan's aggression against China palatable to the average Japanese, even to the extent of making Shinto shrines to the war dead an acceptable location for politicians to score points with the electorate. Such demonstrations of historical amnesia/myopia are totally unacceptable to the Chinese, who insist on Japan show its remorse by acknowledging China's rights to worthless rocks in the Pacific. Of course, such claims are just cover for China's continued bitterness at the history of abuse inflicted by Japan, but without any concrete efforts at concluding this legacy of friction and tension.
The answer to why this is is also supplied by Yinan's excellent tome; China has used the history as political leverage when it was convenient to do so, and ignored it in similar fashion when the winds blew that way. So China really has no reason to curtail this animosity in the short term, though it remains to be seen how sanguine this approach is as Japan becomes less inclined to sit back and take China's intimidation efforts lying down.
In sum, this is a wonderful book that illustrates the right way and wrong way for nations to come to grips with their mutual histories.
