About the Author
Gregory F. Treverton is director of the RAND Corporation's Center for Global Risk and Security. Earlier, he directed RAND's Intelligence Policy Center and its International Security and Defense Policy Center and was associate dean of the Pardee RAND Graduate School. His recent work has focused on terrorism, intelligence and law enforcement, with a special interest in new forms of public-private partnership. Dr Treverton has served in government for the first Senate Select Committee on Intelligence, handling Europe for the National Security Council (NSC); most recently, he served as vice chair of the National Intelligence Estimates (NIEs). He holds a B.A. summa cum laude from Princeton University and a master's degree in public policy and a Ph.D. in economics and politics, both from Harvard University. His books include Reshaping National Intelligence for an Age of Information (Cambridge University Press, 2001), New Challenges, New Tools for Defense Decisionmaking (2003) and National Intelligence Systems: Current Research and Future Prospects (Cambridge University Press, 2009, coedited with Wilhelm Agrell).

High Level Reformation

Gregory Treverton has a career that is fairly typical for that range of mid-level bureaucrats that help keep the wheels of the U.S. Intelligence Community (IC) moving. It began with a staff job with Senate Select Committee on Intelligence, a stint with the National Intelligence Council (NIC) and as vice chair for National Intelligence Estimates (NIE) with various positions with Rand Incorporated between government jobs. Although he has never done any actual working level collection and analysis, he is what in Washington D.C. is considered an intelligence expert. In a sense he is and as this book demonstrates an unusually thoughtful one.
Treverton understands the often complex relationships between policy and intelligence and the impact or lack thereof of intelligence analysis on executive decision making. He makes a very useful distinction between intelligence `mysteries' and `puzzles' as means of determining both analytic techniques and more importantly consumer expectations. He also has some rather broad, but relevant ideas on how to make the IC work better.
Yet in the end one has the impression that Treverton himself is not at all sure that the political will and the dedicated focus that would be needed for the reform of the IC are there.

An important book

There are many publications about intelligence, but most of them are on strategic intelligence and the use of intelligence, generally emphasizing on failures. There is a real need to investigate more on intelligence of terror. Gregory Treverton is making these differences, while showing how intelligence on terror is so distinctive. It could be said that research on counter intelligence is less developed in comparison to strategic intelligence, and this book is closing this gap. This book also contains a profound understanding of the challenges of the intelligence work. The valuable references have a great contribution to readers who would like to look at further research.
